Your product only works on readers that are already certified and already installed. Nobody sells that list, because it is not a technographic — it is what an agency bought, from whom, and when. It is in public procurement records, and we pull it.
Every value below came out of a public purchase record or an agency's own board packet. The badge on each card is the column you actually buy: whether your credential works on what is already on their doors.

Two readings to keep straight. AC spend on record is every access-control-tagged purchase we can see for that body across all years in the source, not the price of one system — so a large figure next to a small door count usually means several projects. Credentials purchased is a purchase quantity, not a live active-badge count; an active count is usually withheld, and a purchase history arguably tells you more because it shows the refresh cycle.
Across all 546 agencies, scored from the reader model and platform where we have them. "Vendor-native" means the incumbent already ships its own wallet credential — those are the calls worth not making.
| Verdict | Agencies | What it means for you |
|---|---|---|
| Works today | 17 | NFC/BLE-capable reader already installed |
| Vendor-native mobile | 135 | incumbent ships its own credential — competitive |
| Likely, reader unknown | 241 | integrable platform; needs the reader model confirmed |
| Needs new readers | 6 | legacy 125kHz prox — not addressable until they re-reader |
| Unknown | 147 | reader model not yet established |
Fill rates are measured across all 546 agencies in the current set, not projected.
| Field | Filled | Rate | Source |
|---|---|---|---|
| Integrator / maintenance vendor | 457 | 84% | in public data |
| Spend on record | 457 | 84% | in public data |
| Access platform | 404 | 74% | in public data |
| Credentials purchased | 150 | 27% | in public data |
| Mobile status | 158 | 29% | computed |
| Reader manufacturer + model | 49 | 9% | records request |
| Door / reader count | 28 | 5% | records request |
| Maintenance renewal date | 22 | 4% | records request |
The honest shape: who sold it and what it cost is nearly always public. What is on the door, and when the contract ends, usually is not — those come from a records request, and that is the part we run.
US public bodies with a verified request route, by type. Roughly 20,000 are large enough to run an electronic access system worth a row.
| Segment | Bodies | Why they have readers |
|---|---|---|
| School districts | 13,991 | staff and student credentials |
| Cities | 9,686 | city hall, PD, public works, utilities |
| Counties and county offices | 4,481 | courthouse, jail, admin |
| Housing authorities | 6,117 | FOIA-able multi-family |
| Transit authorities | 1,434 | facilities and staff credentials |
| Port authorities | 880 | MTSA access control is mandatory |
| Commercial-service airports | 457 | 49 CFR 1542.207 mandates access control |
| Hospital districts | 668 | |
| State agency offices | 2,265 |
49 CFR 1542.207 requires an access control system at every commercial-service airport, and 33 CFR 105.255 requires access control plus electronic TWIC at regulated maritime facilities. Those are not estimates — they are the rule.
6,117 public housing authorities are FOIA-able multi-family stock, reachable through a channel that is not usually considered.
Public records reach government, public education and public housing. They do not reach hotels, corporate offices or private multi-family — three of your four verticals. We cover one slice completely and the rest not at all. Badge swipe logs are out of scope too: mostly exempt, and you do not need them — credential counts come from purchase records.
